Their help is real work you can buy. It does not, in general, move the legal responsibility away from the brand that places the product on the market.

NordSourced's profiles show "Regulatory support" for 21 manufacturers. That label reads each website as a whole, so it is wider than this list. Ask each manufacturer what its help covers.
What kind of regulatory help do they describe?
4 of the 8 mention a notification or registration, the most common kind. The others name safety assessments, documents for sale, label checks or support in general words. One sentence can name several kinds, so the rows overlap. The right column is what to ask, because the sentence rarely says in whose name the work is done.
| Help the sentence names | Manufacturers | What it is, in plain words | Ask |
|---|---|---|---|
| Notification or registration before sale | 4 | Filing the product where the rules for that product group and market ask for it | In whose name it is filed, and who receives the login and the confirmation |
| Safety or other assessments | 2 | A written assessment of the product, made for your formula | Who signs it, whether you receive a copy, and what a change of formula or pack means for it |
| Documentation for sale | 2 | The documents a brand keeps or shows for the product | Which documents you receive, in which language, and who keeps them up to date |
| Label compliance | 3 | Checking the label text against the rules | What is checked, for which markets, and who corrects the label if an authority objects |
| Regulatory support in general words | 2 | Help the sentence does not specify | Which of the four kinds above it covers |
Does the manufacturer's help make it responsible for my product?
No, in general. Help with the paperwork does not move the legal responsibility away from the brand that places the product on the market. The manufacturer can prepare documents, run assessments and file notifications for you, but the duties the rules give your brand stay with your brand, whoever does the work.
Who counts as the manufacturer or the responsible party in your case is explained in is my brand legally the manufacturer?. The rules themselves are on the product pages: cosmetics and food supplements, with the others in the table below.
What does your product group decide about the regulatory work?
Your product group decides which rules apply and how much paperwork comes before the first sale. The manufacturers on this page work in cosmetics and food supplements. In the other groups none says so on its website, so plan to do the work yourself or ask. Each group's rules are on its own page.
| Product group | Manufacturers listed | Say they help with regulatory work | Where the rules are explained |
|---|---|---|---|
| Cosmetics | 75 | 6 | What a brand needs to sell private label cosmetics in the EU |
| Food supplements | 68 | 5 | How to launch a private label food supplement in the EU |
| Furniture & interior | 99 | 0 | Which EU rules apply to private label furniture |
| Food & beverages | 130 | 0 | Who is responsible for the label of a private label food |
| Home textiles | 29 | 0 | What the label of a textile product must say |
| Household & cleaning | 39 | 0 | Which EU rules apply to private label cleaning products |
What should I ask a manufacturer that offers regulatory help?
Ask what the help covers, in whose name it is done and what you hold at the end. Regulatory help is worth most when your brand receives the documents and the access it needs to answer an authority without the manufacturer. The questions below cover the work, the markets, the cost and the copies you keep.
- Which steps the help covers: notification, assessment, documents, label check.
- In whose name a notification or registration is filed, and who receives the access.
- Which markets the help covers: the EU only, or also the UK, the US or others.
- Whether the help is priced separately or included in the product price.
- Which documents you receive as copies, and in which language.
- What happens to the documents when the formula, the pack or the claims change.
How this page selects: a manufacturer is listed when a sentence on its own website, quoted with a link, names regulatory work, in English, Latvian, Lithuanian, Estonian, Finnish or Swedish. A manufacturer that offers the help without saying so is not listed. Nothing here was ordered or tested. See how we check, and tell us if a sentence has changed.

Can a manufacturer in Northern Europe handle the regulatory paperwork for my product?
Some say they can. 8 of the 443 manufacturers listed on NordSourced name notifications, registration, safety assessments, documentation or label compliance on their own websites. The work can be done for you. The legal responsibility for the product, in general, stays with the brand that places it on the market.
Is the manufacturer responsible if my product breaks the rules?
Not just because it did the paperwork. In general, the brand that places the product on the market answers for it, even when the manufacturer prepared the documents. Who counts as the manufacturer in law is explained in is my brand legally the manufacturer?. Your agreement can still say who pays when a mistake was the manufacturer's.
Does a manufacturer's regulatory help cover sales outside the EU?
Only if it says so. 1 of the 8 manufacturers on this page names a market outside the EU in its regulatory sentence. Ask which markets the help covers. Bringing products into the UK or the US has its own rules.
Which product groups need a notification before sale?
The rules differ by product group, and this page does not restate them. Cosmetics are covered in what a brand needs to sell cosmetics in the EU and food supplements in how to launch a food supplement. The table on this page links the rules for every group.
Can the manufacturer file the notification in my brand's name?
Ask it directly, because the websites quoted here do not say in whose name they file. Ask who will appear as the responsible party, who receives the login and the confirmation, and how you take over the file if you change manufacturer. The rules pages explain who must notify.
Who keeps the product documents when the manufacturer prepares them?
The agreement decides. Ask for copies of every document prepared for your product, in a language you and the authorities of your markets can read, and for the right to use them with another manufacturer. Ask too who updates them when the formula, the pack or the claims change.
Do manufacturers charge for regulatory help?
The sentences quoted on this page do not say. Ask whether notifications, assessments and label checks are priced separately or included in the product price, and whether a change of formula or label is charged again. A quotation should list each as its own line.
Why does a profile show regulatory support when the website sentence does not mention it?
The "Regulatory support" label on 21 profiles reads each website as a whole, not one sentence. This page is stricter: it lists only manufacturers with a quoted sentence that names regulatory work. If a profile or a sentence reads wrong, tell us.
Does a manufacturer that checks my label take over responsibility for it?
No, in general. A label check is useful work, but the legal responsibility for what the label says stays with the brand that places the product on the market. Ask what the check covers and for which markets. Who designs labels is on which manufacturers design packaging.
